这里不可以用 if not be treated，但可以用 if he is not treated with...
即当if引导的条件状语从句的主语与主句主语相同，但从句主语后面跟有动词be时，可以省略主语和动词be。又如：
If not cleaned,the clock will sTOP running.
=If it is not cleaned, the clock will sTOPrunning.
